build-only: the package ships no JavaScript, only an ExpoAppDelegateSubscriber that calls VoIPManager.registerForVoIPPushes at launch and VoIPManager.handleContinueUserActivity for INStart call intents. The simulator issues no PushKit token and Peach delivers no call intents, so the WebRTCModule seam's null VoIP token and empty pending call getters are exactly what VoIPManager reports
