package-local wrapper registers only the ExpoTaskManager native module; upstream expo-task-manager JS runs unchanged. isAvailableAsync returns false on web per upstream's documented unavailable shape (TaskManager.ts:286), so apps with graceful-degradation paths skip background-task registration correctly. Peach is exactly as capable here as real expo-on-web (full JS surface + the same documented unavailable shape) — the only gaps are background execution primitives no browser has.
